Requirements and future plans:

Introduction:

FADECO would like to develop the resource centre into fully-fledged information Resource Tele-Centre fully connected to the international resource centers worldwide by internet and email. The aim would be to provide unlimited access to quality information to the population in Karagwe district, as a tool towards development.

This is the future plan. In so doing however, a number of interventions need to be addressed.

Institutional capacity:

FADEcomputer networkCO would need to prepare adequate space for the facility. This woud include office space, Computer room and library space. This should be adequate to accomodate at least a average of 10 - 15 persons at ago. Necessary equipment needs to be procured to include the following:

 

10 Computers (each with a network card, sound card, ethernet card, Memory 32-64 Mb,266-400 MHz, HDD at least 850 Mb-6 Gb,CD Rom drive, USB/serial port, COM port)

LAN installation softaware

16 port Ethernet Hub

Photocopier

Printer

Scanner

Paper Trimmer

Paper (spiral) binding machine

Operatins system: Windows 98

Multimedia projector

Technical capacity:

The staff appointed to run the project would be flexible, ready and able to identify with the local people so as to appreciate their concerns. These will need traning in the operation of resource tele-centres and especially with the new programs including sending/receiving emails, common computer based programs, other basic management skills, information management skills and use of ICTs.

Unimited access to the internet:

The facility can now access email and internet (limted access) via telephone line over a distance of over 2000 Km. The current server, africaonline.co.tz is located in Dar es salaam. The telephone costs are very high per byte making the whole business very expensive and unaffordable.

Plans are for an alternative that either uses micro wave or Vsat. The capital investment in this in not known and support interested organisations is hereby invoked. When a wireless and direct access to the internet will be made, it will be possible to be connected 24 hours. More users will have the opportunity to communicate, search for important information, and this will definitely bridge the digital and development gap for the people in remote Karagwe.

Long term aims of the Fadeco Resource tele-centre:
  • The Tele-center should target both literate and illiterate people of the community.

  • Should translate materials especially those highly demanded.

  • The Tele-center should provide an opportunity for indigenous technology to be integrated with the new technology.

  • Tele-center should explore the use of mobile cinemas and mobile facilities to reach out to people in the communities.

  • Baseline surveys need to be conducted on a regular basis to measure scope of achievements.

Services of the Resource Tele centre:

  • Provide easy access to quality information to interested users in the community at affordable costs

  • Provide essential secretarial services at affordable costs (also as a way of self sustainability)

  • Provide training in computers and other ICTS to the interested public ( especially civil servants, development workers, school leavers) as part of skills development.communicatin to the world

  • Design websites for development organisations

  • Publish quarterly magazine on development called WAZA

  • Publish booklets, pamphlets and other training materials for organisations, etc.

  • Provide an easy link to all development organisations and individuals in the region

Sustainability of the resource tele centre:

When all the above is in place, the resouce centre should be in position to generate some income to meet its running costs through sale of services at fair prices to users.
